New Computer Win 10 Doesn't Download Properly gaming computer builder

Hello Folks.

I've got a new computer here with Win 10 Home on it, and it doesn't seem to be able to download properly. Edge or Chrome. Edge just sits there, Chrome sometimes tries, and I have to keep hitting resume.

I'm on a slow connection (throttled cellular), but my win 7 machine, on the connection, just keeps chugging.

What do I need to fix, out of the box, for Win 10 to work properly?
