Does GPU scaling on AMD just not work now? gaming computer builder

Hi everyone, I have an R9 390 that I've been using, I used to play CS:GO a lot on black bars with GPU scaling to preserve the aspect ratio, as well as a lot of older games that need it because they don't have a 1080p option. I haven't played CS:GO or my older games in while until today, when the GPU scaling just didn't do anything. I restarted, updated the Radeon driver, turned the scaling on/off, and it does nothing. Am I the only one with this problem? Can I fix it?
