Why does my CPU get really high (60%) and my computer gets really loud like its struggling? gaming computer builder

I have a Intel i7-2600 processor with 3.4 ghz. 1 TB of memory and 8 GB ram. My graphics card is a Nvidia 520. I had recently did a full reset on my computer with windows 10 and it literally has nothing on it, except I'm trying to download a game (that is the first and only thing on the computer atm). Its not even that hard of a download but my computer starts getting really loud and the CPU shoots up really high, even if that's the only thing running. My specs seem pretty decent and it didn't start having issues til about a month ago. Could it be something dying in it? or something else? I'm not sure what to look for.
