Upgrade my CPU or Graphics Card? gaming computer builder

I'm looking to upgrade one component now to help with low FPS in some games. Cities Skylines and Planet Coaster are both having trouble. Below is my build and I'm not sure if it's better to upgrade my processor or graphics card.

-Asus M5A99FX Pro AM3+ AMD 990FX Motherboard
-EVGA GeForce GTX 960 4GB SSC Graphics Card
-AMD FX-8350 8 Core 4 GHz AM3+ CPU
-Samsung 850 EVO 500 GB SSD
-G.Skill Ripjaws X Series 16 GB (8x2) DDR3 Ram
-EVGA SuperNova 850 PSU
-Windows 7
-LG 29" Ultrawide monitor + HP 27" widescreen
-Misc. other parts (case, cooler, etc.)
