Why does the 1080p camera on my HP Spectre look worse than the 720p camera on my MacBook Air? gaming computer builder

I recently bought the newest HP Spectre as an upgrade to my 2013 MBA. Unfortunately I was very surprised to find out that the image quality of the two cameras did not even remotely compare. The MBA's was so much better. So I wonder: how is this possible? Shouldn't the Spectre, that has a 1080p camera, have a better quality image than my MBA, that has a 720p camera?
