Graphics Card Not Working. No one knows why. [HELP PLEASE!] gaming computer builder

Quick list of whats already done (And whats already tried, and what doesn't work.), note I have a Palit 1050Ti * Graphics Drivers are fully up to date

  • Fans are spinning

  • It outputs video feed

  • Its recognized by the computer (Hardware monitors let me view the 1050Ti

  • Sent it off to Palit, they said there's no issue with it.

  • I thought it was a motherboard problem so I bought a new motherboard. It still doesn't work.

  • Benchmarking programs such as 3DMark run as if the card is 100% correctly working. Sky Diver score of about 10k.

  • Games run awfully slow

  • Games do allow me to use PhysX as a dedicated physics engine. Don't know if it works or not.

  • Power Management Mode in NVidia Control Panel set to Prefer Maximum Performance.

  • An i5 4460 wouldn't bottleneck it. Would it?

Processor= i5 4460

Graphics Card= Nvidia 1050Ti

Motherboard= ASRock H81M-DGS Rev.G/A201, Previously MSI H81M-P33

Ram= 8GB HyperX Fury Blue (2600 Mhz)

PSU= Corsair VS550

Heatsink= Cooler Master Hyper 103

All tested on GTA V, Minimum settings, 20 FPS at highest. I should be running it at least around 50 on V/High.
