I thought it was a motherboard problem so I bought a new motherboard. It still doesn't work.

Benchmarking programs such as 3DMark run as if the card is 100% correctly working. Sky Diver score of about 10k.

Games run awfully slow

Games do allow me to use PhysX as a dedicated physics engine. Don't know if it works or not.

Power Management Mode in NVidia Control Panel set to Prefer Maximum Performance.

An i5 4460 wouldn't bottleneck it. Would it?
Processor= i5 4460
Graphics Card= Nvidia 1050Ti
Motherboard= ASRock H81M-DGS Rev.G/A201, Previously MSI H81M-P33
Ram= 8GB HyperX Fury Blue (2600 Mhz)
PSU= Corsair VS550
Heatsink= Cooler Master Hyper 103
All tested on GTA V, Minimum settings, 20 FPS at highest. I should be running it at least around 50 on V/High.
