I'm attempting to delete files on my c drive but keep getting notified they're being used by another program. gaming computer builder

My c drive only has one gig free so I'm trying to delete programs I don't use. However, I keep notified the program can't be deleted because it's being used by another program. I don't have any other programs running so I'm not sure what to do. For example, I never use iTunes and want to delete it. Any thoughts?
