Horsepower (Processor/GPU) Over Time? gaming computer builder

I have a general knowledge about computers but I'm by no means an expert. So maybe this question will sound dumb to some of you but help me out anyway!

Does processing power deteriorate/age with time?

Or is other technology just surpassing processors and becoming much more taxing for the computer to handle?

For example, my current laptop was extremely fast when I bought it 4-5 years ago. Granted I mostly used it for business/school work. Now however it is painfully slow when multitasking. If I have a bunch of tabs open and try to run another minor program as well (MS Word?) it noticeably affects it, at least at times. And you can forget about running something like Lightroom and Photoshop at the same time generally. Is this because these programs and what not have gotten more powerful and more demanding, or is it because although my processor used to be fast, it aged similar to how the power of a battery will decrease as it gets older?

I ask this question because I'm about to purchase a new laptop and the two I'm looking at differ in that one is a dual-core i7 (i7-7500U) with an NVIDIA GeForce 940mx and one is a quad-core (i7-7700HQ) with an NVIDIA GTX 1050. The former is obviously not as good performance-wise, but currently is more than enough for my demands anyway (I'm not gaming, but maybe I could down the line). I prefer this laptop as a whole but I'm worried that in two years or something the processor and GPU will not be fast enough. The latter of the two options has much more than enough horsepower than what I require but I just don't prefer that laptop, but if it will matter in the long run I will definitely get it!
