How to set up SSO (is that what it's called?) gaming computer builder

I want to set up a login page that requires a username and password for those who wish to access my Wifi connection. I want that pop-up page that they have at Bed-n-Breakfast's, Starbucks, Universities, etc. A centralized log-in system is ideal.

I think it's called an SSO (Single Sign-On) authentication, if I'm not mistaken. How can I set this up and get it working?
