Windows 10 download ISO file or to the USB Flash Drive? gaming computer builder

So if i want to download windows 10 to a brand new pc, do i have to install the setup file to the USB Flash Drive or do i download the ISO and use Rufus to make a bootable USB drive or are the methods the same thing?
