I have fps issues with my pc gaming computer builder

I've been having many fps and performance issues with the game cs go i have the CPU AMD fx-6300 that i have overclocked to 4.4 ghz and the gpu gtx 950 from asus acording to my knowledge that should be enough to get at least some good and playable stats but i lag all the time my internet connection is not the problem. i dont know what to do i have tried many things and nothing is helping long term some times for an exaple when i make change such as oc my cpu i got really good fps for 2 days then it just went back and got even worse than before
