Ethernet Issues gaming computer builder

Hello.

I recently bought a pre built Power Spec PC from Micro Center

Windows 10 pro 64 bit, ASRock Fatal1ty Z270 Gaming K6 motherboard. Running microsoft windows defender ONLY at this time. This motherboard has 2 ethernet ports. Port ONE is "Ethernet connection 2" and the other is "gigabit". My ethernet cord comes out of the wall from the modem on a lower level. The cord appears to be fine, it works great on other computers I bring in to this room using the exact same cable. Speed tests are normal. Connection is stable.

Port ONE is limiting itself to 10mbps when I check its properties. It has a stable but very limited connection and I cant figure out why. I do speed tests and it proves that it is downloading much much slower than every other PC in the house. Port TWO, the gigabit port, takes a long time to work once plugged in, functions for 10-20 seconds OR until I do a speed test then it disconnects itself inexplicably, it says a network cable is unplugged.

I then brought the entire PC into another room on a different cable connection from the wall, (same modem) and PORT ONE worked just fine, fast and stable connection. Port TWO still had issues, same as above.

Windows Device Manager reports no issues with any of the adapters.

What gives? I updated drivers, windows update, restarted, checked power settings. The PC is just out of the box and I cant understand why it does not work on this connection, but does in other rooms, BUT this Ethernet cord works great on other PCs.

Could it be some obscure setting with "teaming"? (I have no intention of doing this) What is throttling my connection? Why is Port 2 "gigabit" not properly functioning? Windows 10 issue?
