I have two separate questions surrounding IP addresses gaming computer builder

I didnt want to make two separate posts so thought Id role it into one, my questions are as followed:

1. Is there a cmd I can use to find my public IP address? I know I can use ipconfig to see my internal, is the only way to use the google or other third-party sites to find this?

2. If I found my IP address had an APIPA address would this stop me connectinf to the internet? Or would I still be able to connect?
