Noob question about relative performance of intel prpcessors gaming computer builder

OK I am a total noob in hardware matters so please explain in simple terms if possible.

How important of a factor is clock frequency? Would a say i3 beat an i5 if it has higher frequency and same number of cores everything else being equal ( such as ram model and amount, etc)? Or do the other factors trump over clock speed?

Also for example would a lower generation i5 be slower than a latest i3? Is there any place with graphs/comparisons of the various processor models on common types of tasks?
