Installing Windows on a new hard drive, keep getting BSOD gaming computer builder

Trying to install windows using a bootable USB on my new hard drive I installed in my laptop. Keep getting BSOD with the stop code System PTE Misuse. Also ran a 5 hour hard drive test and another 30 minute memory test from HPs system diagnostics screen and they both passed. Anyone have any idea what I'm doing wrong?
