The weirdest problem when trying to play games gaming computer builder

My PC is fucked in a weird way.

This problem started all of a sudden and I noticed it when launching Dota 2. The game loaded to the main menu, but it was frozen. I could move the cursor, hear the sounds of the menu and click things so the game was running, but all I saw was the first frame of the menu. I thought it was a problem with Dota 2 and tried to fix it, until I realized the frozen menu was on other games too! When I opened Battlerite on steam, I could hear the background music and once again move the cursor, but all I saw was the frozen frame from Dota 2.. I restarted my PC, tried launching Battlerite first this time and the same thing happens, only this time it's the first frame of Battlerite stuck on my screen, when trying to play Battlerite itself, Dota 2, PUBG, and even Overwatch, a game that is not on Steam. Some games work, like Golf It!, Duelyst and Mirror's Edge: Catalyst, but others have the stuck frame from the first game I launch. Also when opening ctrl alt del I can see the game running for a split second, it's like the frame is a curtain in front of the game I'm trying to play. My PC is working fine outside of this problem.

I tried restarting my PC, re-downloaded Steam and deleted ALL Steam games, ran the games on windowed mode switched the location from my HDD to my SSD, none of those have worked so far. Would downloading Windows again be my best bet? I have Windows 7 64-bit
