Some USB ports not working gaming computer builder

Hey I have a bit of an issue.

We just had a pretty bad storm and lost power for a bit. After it came back my computer initially had problems turning on. It would start up for a second then shut off. Eventually it turned on completely. Problem arises when I discover that nor my mouse, keyboard, Ethernet, and other USB ports are working. Oddly enough the only one that is working is my speakers.

I tried each keyboard and mouse with the USB port where the speakers were plugged in but no luck. I've tried only using usb2.0 and same result.

I researched and saw possible fixes along the lines of getting into BIOS and messing around in there. Here's another weird thing, they only work when I 'reset' my computer. My steps to that are holding down the power button while I turn on the PSU. Once it presents me a black screen with text that says F1 to go into BIOS and F2 to continue to windows.

My motherboard is a MSI z97 gaming 5 if that helps.
