Getting into PC Gaming for the first time. gaming computer builder

Whats up guys, Im wanting a computer for gaming..hoping to play Tera,BF1, and other MMORPGS. wanting to run these games on their highest graphic settings. My budget is $1500 (Canadian) . Is that a reasonable price for what i want? Like i said im completely new to all this so it would be amazing for someone to help. thanks alot in advance guys.
