Based on advice from previous posts, I am looking to build my first gaming PC to replace my current laptop (it currently runs modded minecraft at ~7 FPS). I am looking to run games like:

Modded Minecraft

Civ V & VI
-
Cities: Skylines
-
Hearts of Iron IV
and other similar strategy games. I am looking to build my own due to financial constraints and have narrowed my choices down to 2 builds. Build 1 is listed as an entry level build costing £455, while Build 2 is listed as a more advanced build costing £742.
Basically if you guys could have a look at both and tell me whether the cheaper one would meet my needs, possibly with some adjustments, or whether i should go for the more expensive one. regardless, if you could explain your decisions because I'm trying to learn more about the various components and what each does and what is good/bad for each. Thanks!!
