Using a 21:9 Resolution gaming computer builder

For applications with a 21:9 resolution, some of them don't support it and therefor have black bars are the edges of the screen. Is there any way to replace these black bars with some blending from the middle? This is done in certain videos like this: https://www.youtube.com/watch?v=VShgsUxyo5A
