Steam Crashes Everytime I Shift+Tab gaming computer builder

Recently my computer has been acting very strange but only through Steam. No matter what game I play every time I Shift+Tab out to look at Discord or Twitter my whole computer locks up and wont unfreeze until I have to manually turn it off. Once it turns back on it takes atleast twice as long to boot. Is there anyway to fix this issue through steam? Or is it a hardware problem?

Specs: i5 6600k @ 4.7Ghz GTX 1060 6gb O.C.ed to 2Ghz Asus Z170-A Motherboard 1tb Toshiba DT01ACA100 HDD 700w psu
