Malware ads appearing on all websites, although there's no indication that I downloaded or installed it. gaming computer builder

I'm not sure if this is the right sub for this, but as the title suggests, I came back to my computer and there's malware ads replacing the regular ads and in websites that usually don't have ads (e.g. google's homepage)
I know that malware is a common thing that happens and this isn't my first encounter, so I did what I usually do by checking and uninstalling malicious programs/ chrome extensions (I didn't find any), clearing my browser's cache, and obviously rebooting my PC. I'm not sure how to fix the issue right now, other than reinstalling windows, so anything would help.
