Slow computer or slow internet? gaming computer builder

I just got onto world of Warcraft in over a year and it's too laggy to be enjoyable.

This is a new computer btw, not even a year old. But yes, it is only 4gb ram.

Is there a way to find out if the lag is because of the computer or just my internet?

I hope it's the computer so I have an excuse to get a new one..
