No display after I rebooted gaming computer builder

I had a game crash and freeze a few days ago and had to hard boot my machine. When I rebooted, the monitor would not display. It doesnt say no connection and reacts to being unplugged from the GPU, but shows nothing. After tinkering I figured out that it would display from the mobo dvi, but only when my 1060 was removed. When the GPU is installed I cannot display from either the mobi or yhe GPU. Is my GPU burned out? This isn't a new build, had it for roughly 9 months
