I have problem with my PC and i have been sending this to couple of subreddits! gaming computer builder

At some "Heavy"(require a lot of processing power ) games i have same fps with low setting, and same fps on high settings. the fps is about 45 but doesnt feels smooth at all! My specs Are: GPU-Msi Geforce Gtx 1060 3gb CPU- i5-4570 3.20Ghz RAM- 15.98 GB 1080p I have been searching, and most of the people say it is "bottlenecking" but i dont know how to deal with it, or even what the hell it is
