Help/Speculation on a desktop. gaming computer builder

My mother-in-law's desktop shut off the other night and wont turn back on. I tried buying a new power cable for it today and it still doesn't work. It'll flash the light on the power button for a second when I plug it in to the surge protector but then it will go away. Would this be an easy thing to replace? I'm thinking it shorted out the other night. Any advice or help would be greatly appreciated. Thanks
