Artifacts on video playback after a hard reboot only gaming computer builder

I have this bug for over 2 years now and no one knows how to fix this.

It only happens when I have a black screen and I'm forced to press on the power button. When I turn on my pc again I get this bug. It's on almost every video I watch except netflix. On every gif and for some reason on Counter Strike: Global Offensive on the mini map when playing any game mode and operation map. The only way to fix this is to turn off my pc, unplug the power cable, hold on the power button for 15 seconds and then I plug in the power cable again and hold down the power button for 15 seconds again. Then I simply press on the power button again and hope it works. It may take 2 tries or 25, it's random. I'm getting sick of this, I don't want to be scared when I have a black screen and I'm forced to press on the power button. I switched to Windows 10 and I still get this bug so I don't know how to fix this.
